I colori della bandiera riflettono i colori dell'uniforme di Giorgio Washington Generale. In basso sul campo blu un cartiglio riporta la data del 7 dicembre 1787 quando il Delaware divenne il primo stato a ratificare la Costituzione degli Stati Uniti.
Nel centro il disegno di un rombo che simboleggia un diamante di colore ocra caricato con lo stemma di stato.
Lo stemma raffigura uno scudo di strisce rosse, blu e bianche ed orizzontali. Sulle strisce un covone di grano, un cigno maschio di mais ed un bue che sta in piedi sull'erba, tutti simboli che rappresentano l'agricoltura del Delaware. Sopra lo scudo una nave a vela. Lo scudo è sostenuto da un coltivatore sulla sinistra ed un soldato sulla destra. Il motto statale, sotto lo scudo legge "Libertà e l'Indipendenza."
